The Air Force is seeking a concessionaire to operate Paradise Cuts, a barber and beauty salon at Joint Base Elmendorf-Richardson in Alaska. - Government buyer: The initial notice identifies the 673d Contracting Squadron, Pacific Air Forces, U.S. Air Force. The attached performance work statement identifies the 773d Force Support Squadron and its NAF Contracting Office. - Requested service: Operate the salon at the Arctic Oasis Community Center, providing haircuts, styling, coloring, perms, highlighting, shampooing, beard and mustache trimming, and hair-care products for resale. - Contractor responsibilities: Provide personnel, tools, materials, supervision, transportation, insurance, and any equipment not supplied by the Government; maintain the facility, quality control, and accurate accounting records. - Notable requirements: Accept Mastercard and Visa, provide monthly settlement reporting, and meet public-health and customer-service standards. - Government-furnished property: Furnishings and equipment may be available for use; see the complete inventory in the product line items. ARRCO hair vacuum systems are identified by brand. No quantities or part numbers are specified for purchased products or services. - Opportunity status: This is market research for a concessionaire, not a product purchase or a commitment to award.

The 673d Contracting Squadron (673 CONS), Joint Base Elmendorf-Richardson (JBER), Alaska, is conducting market research to identify potential sources that can provide Beauty/Barber Salon Services as a concessionaire.

This Sources Sought is pursuant to RFO Part 10 in support of Market Research being conducted by the United States Air Force to determine if this effort can be competitive and to determine the appropriate set-aside (if any). This is not a Request for Quote (or solicitation) or an indication that a contractual commitment will exist for this requirement. The Government does not intend to award a contract on the basis of this market research.

1. Service Information

The Contractor concessionaire shall furnish all personnel, equipment (except as identified on the Government-furnished Property List), tools, materials, supervision, transportation, insurance, and items necessary to provide Barber and Beauty Shop services at the Paradise Cuts located within the Arctic Oasis Community Center.as defined in the PWS.  Additional information on the expected services can be found in attachment 1, Performance Work Statement.
