Miami-Dade County is seeking a financial feasibility consultant to serve as the Miami-Dade Aviation Department’s Airport System Traffic Engineer. - Government buyer: Miami-Dade County Strategic Procurement Department, on behalf of the Miami-Dade Aviation Department (MDAD). - Requested service: One consultant firm to provide airport financial feasibility consulting and Traffic Engineer services under the Airport System Trust Agreement, assigned through work orders. - Analyze the South Florida and Latin American economic base; forecast domestic and international passenger and cargo activity, revenues, and expenditures. - Assess financial feasibility, debt-service coverage, additional-bonds tests, and rate-covenant compliance; prepare related reports and certifications. - Support bond issuance, disclosure materials, rating-agency and investor presentations, and plan-of-finance work. - Analyze airline rates, rents, fees, and charges; recommend Airport System rates and charges; and support Passenger Facility Charge programs, budgets, cash monitoring, and capital improvement projections. - Evaluate financial impacts of Airport- and County-funded facilities. - Vendor and OEM information: No commercial vendor, manufacturer, or OEM is named in the solicitation. No products, product quantities, or product part numbers are requested. - Qualifications and requirements: The Traffic Engineer is to be an independent firm with favorable nationwide repute. The County prefers firms with at least five years of relevant financial feasibility consulting experience, including at least three years serving two FAA-designated large hub airports where bonds were issued and the firm directly performed passenger forecasts. Proposals should address staff qualifications, approach, analytical tools and models, availability, and meaningful small and local business participation. - Pricing: Proposed not-to-exceed hourly rates are requested for Director, Associate Director, Senior Manager, Manager, Senior Consultant, Consultant, and Administrative Staff levels. Reimbursable expenses require prior County authorization. - Contract term: Anticipated initial term of five years, with one optional three-year renewal; the County may also extend the term for up to 180 days.
