The U.S. Environmental Protection Agency is proposing to delegate landfill-rule implementation authority in Allegheny County, Pennsylvania; this is a regulatory action, not a procurement. - Government entities: U.S. Environmental Protection Agency (EPA), Region III, and the Allegheny County Health Department. - Proposed action: EPA would authorize the county health department to implement and enforce the Federal Plan for existing municipal solid waste landfills in Allegheny County. - Retained EPA authority: EPA would retain specified responsibilities, including concurrence on certain gas collection and control system design plans. - Other regulatory change: The proposal would update applicable regulations to reflect withdrawal of the county’s previously approved state plan. - Procurement details: No products, services, quantities, part numbers, OEMs, or vendors are solicited or identified.
Description
The Environmental Protection Agency proposes to approve the Allegheny County Health Department’s request to implement and enforce the Federal Plan for existing municipal solid waste landfills in Allegheny County, Pennsylvania. The proposed delegation would transfer primary implementation and enforcement responsibility to the county department, while EPA retains certain authorities.
