Description

The EPA gives notice of a proposed consent decree under the Clean Air Act in Little Manila Rising, et al. v. U.S. EPA, et al., concerning EPA’s alleged failure to take final action on a California state implementation plan revision. The revision concerns the San Joaquin Valley Unified Air Pollution Control District’s attainment plan for the 2012 annual PM2.5 national ambient air quality standards. The decree would set May 28, 2027, as the deadline for EPA to take final action on the District’s 2024 Plan and would require EPA to send the final rulemaking notice for publication within 15 business days of signature. Written comments are due December 7, 2026.
