The U.S. International Trade Commission (USITC) issued final trade-injury determinations concerning photovoltaic cell imports; this is not a procurement opportunity. - Government agency: U.S. International Trade Commission (USITC); the U.S. Department of Commerce made related findings on dumping and subsidies. - Determinations: Imports of crystalline silicon photovoltaic cells, whether or not assembled into modules, from India, Indonesia, and Laos were found to materially injure a U.S. industry. Commerce found the imports were sold below fair value and subsidized by the governments of those countries. - Critical circumstances: The USITC determined that certain imports from Indonesia could seriously undermine the effect of the relevant orders; imports from India and Laos were not found likely to do so. - Named manufacturers: Hanwha Q CELLS USA Inc., First Solar, and Mission Solar were identified as members of the petitioning Alliance for American Solar Manufacturing and Trade, not as vendors responding to a solicitation. - Procurement scope: No products or services, quantities, or part numbers are being requested.

Description

The U.S. International Trade Commission determined that an industry in the United States is materially injured by imports of crystalline silicon photovoltaic cells, whether or not assembled into modules, from India, Indonesia, and Laos. The imports were found by the Department of Commerce to be sold in the United States at less than fair value and subsidized by the governments of those countries. The Commission also determined that imports from Indonesia subject to affirmative critical-circumstances findings are likely to seriously undermine the remedial effect of the relevant orders, while imports from India and Laos are not. The notice reports the Commission’s final determinations in the investigations.
