U.S. Coast Guard request for one GE seal sleeve for HC-144 aircraft

The U.S. Coast Guard Aviation Logistics Center is seeking one GE seal sleeve for HC-144 aircraft inventory and maintenance. - Government buyer: U.S. Department of Homeland Security, U.S. Coast Guard, Aviation Logistics Center (ALC). - OEM: General Electric Company, Inc. (CAGE 99207); the solicitation anticipates a sole-source award to GE while considering submissions from responsible sources. - Product requested: One Seal, Sleeve, part number 775768-1, NSN 5330-01-328-7277, for HC-144 aircraft. It will be placed in ALC Ready-For-Issue inventory for future requirements and aircraft installation. - Key requirements: The item must be new-manufactured and have documented, auditable traceability to the OEM. A Certificate of Conformance is required; distributors must provide proof of GE authorization. The Coast Guard states that relevant technical data and specifications are proprietary and that the item is available only from GE or an OEM-approved distributor. - Delivery: Within 90 days after receipt of order; early and partial deliveries are acceptable.

Description

This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03827QL0000019 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of April 27, 2026, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification System (NAICS) code is 336413. The small business size standard is 1,250 employees. This is a restricted requirement. All responsible sources may submit a quotation which shall be considered by the agency.

It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis to General Electric Company, Inc. (Cage Code 99207) as a result of this solicitation for the following item:

All items must have clear traceability to the Original Equipment Manufacturer (OEM), General Electric Company, Inc. (Cage Code 99207) and provide documentation showing they are a GE authorized distributor. Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM or distributor to its current location.

The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause.
