Pierce County is seeking engineering consulting services to plan and design four Puyallup River setback levee projects near 128th Street East. - Buyer: Pierce County, Planning and Public Works, Surface Water Management Division; the feasibility-study materials also identify the Office of the County Engineer. - Requested services: Develop a coordinated delivery strategy for the Northeast (NE), Northwest (NW), Southwest (SW), and Southeast (SE) quadrants. Prepare bid-ready plans, specifications, and estimates through 100% design for NE, NW, and SW; prepare 15% and 30% designs for SE. - Project scale: Approximate feature lengths are 3,600 feet (NE), 6,300 feet (NW), 5,300 feet (SW), and 4,600 feet (SE). SW objectives include removing about 3,500 feet of existing levee-face rock, adding about 4,200 feet of setback levee or compatible bank protection, and reconnecting about 60 acres of floodplain. - Engineering and planning scope: Hydrologic/hydraulic, geotechnical, and geomorphic analyses; basis-of-design development; alternative refinement; cost estimating; property acquisition planning; outreach support; delivery timelines; and FEMA CLOMR applications, modeling, and documentation. Include SE alternatives and the preferred alternative in the delivery strategy and hydraulic modeling for the other quadrants. - Conceptual features and goals: Setback levees, bio-revetments, engineered log jams, habitat and wood features, plantings, maintenance access, and removal or notching of existing levees. Goals include reducing flood risk and improving habitat, water quality, and river-corridor resilience. - Notable requirements: Plans in AutoCAD Civil 3D 2022 or later, specifications in Word, and estimates in Excel. Final sealed PS&E must be provided as PDF and stamped by a Washington-licensed Professional Engineer. Traffic-control plans must meet current MUTCD standards; applicable Pierce County and WSDOT standards also apply. - OEMs and vendors: No OEMs, product vendors, or prospective consulting firms are named. No manufactured products or product quantities are specified. - Background: The attached feasibility study evaluates alternatives and phasing; its recommended priorities include the SW full setback with the SE partial setback, followed by NE and then NW, subject to property, access, floodplain, and roadway coordination constraints.
