CDC intends to replace its discontinued eXtyles editorial-production software with cloud licenses and implementation services for its publication workflow. - Agency and procurement: HHS Office of Mission Acquisition Solutions (OMAS), for CDC’s National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Office of the Director, plans a proposed single-source, firm-fixed-price procurement. This is an intent notice inviting capability statements, not an award or request for quote; funding is not currently available. - Requested solution: 12 Typefi Orion Cloud Teams user licenses, with onboarding and implementation, training, ongoing technical support, and a Wiley royalty. - Key capabilities: Orion for Word/Server integration; SmartReplace editorial cleanup; SmartReference reference validation, correction, and duplicate checking; Harvard-to-Vancouver citation conversion; PubMed and CrossRef deposit capabilities; and JATS XML export. - Migration and workflow: The solution must support migration of existing eXtyles data and configurations and fit the existing editorial-production workflow. Capability statements should address the required features, eXtyles migration, workflow compatibility, implementation, training, and support. Orion respondents must demonstrate authorization to supply it. - Period: Anticipated base period is November 18, 2026–November 17, 2027, with four annual subscription option periods exercisable at the Government’s discretion.

Description

NOTICE OF INTENT (NOI) – Typefi Orion Cloud Teams Software Licenses and Implementation

Product Service Code (PSC): 7A21 NAICS Code: 541519 Place of Performance: Online software access supporting CDC, Atlanta, GA 30329-4018 Solicitation Number: 75D301-27-Q-79332

Description

This is a Notice of Intent, not a separate request for quote. The Government’s solicitation for this requirement is provided through the associated combined synopsis/solicitation.

The Department of Health and Human Services, Office of Mission Acquisition Solutions (OMAS), on behalf of the Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID), Office of the Director (OD), intends to award a firm-fixed-price contract to Typefi Systems, Inc. for Typefi Orion Cloud Teams software licenses, implementation services, and support.

The purpose of this requirement is to replace the Emerging Infectious Diseases (EID) journal’s legacy eXtyles editorial-production software and support its manuscript editing, reference validation, metadata preparation, and publication-production workflows. According to Typefi’s November 3, 2026 sole-source letter, eXtyles has been discontinued by its owner, John Wiley & Sons (Wiley).

The requirement includes 12 Typefi Orion Cloud Teams user licenses, onboarding and implementation services, a Wiley royalty, training, and technical support. Required capabilities include Orion for Word/Server integration; SmartReplace for automated editorial cleanup; SmartReference for reference validation, correction, and duplicate-reference checking; Harvard-to-Vancouver citation conversion; PubMed and CrossRef deposit capabilities; and JATS XML export.

These capabilities support preparation of author-created Microsoft Word documents for publication, including application of editorial styles, automated rule-based edits, validation of references and citations, and production of structured XML for EID’s publishing workflow.

The anticipated base period of performance is November 18, 2026, through November 17, 2027. The requirement also includes four annual subscription option periods, exercisable at the Government’s discretion.

Justification for Single Source

Typefi Systems, Inc. is the proposed single source for Typefi Orion licenses, implementation services, and support. The requirement supports migration from EID’s legacy eXtyles editorial-production software while preserving compatibility with existing editorial configurations and publishing requirements.

In its November 3, 2026 sole-source letter, Typefi Systems, Inc. states that the Typefi group of companies developed Orion and owns its intellectual property. Typefi Systems, Inc. holds the exclusive license to sell Orion in the Americas. The letter further states that no unaffiliated reseller, distributor, or other third party is authorized to sell Orion.

Typefi also states that Orion is the only solution authorized by Wiley to import existing eXtyles data and configurations, including Auto-Redact dictionaries, article types, metadata, paragraph styles, and citation settings. Typefi holds an exclusive license from Wiley for the eXtyles source code.

Orion integrates with Typefi’s Edifix reference-processing service to format, correct, and link references against CrossRef and PubMed. According to Typefi, Edifix uses the same reference-processing engine that powered eXtyles, supporting consistency during migration. Edifix itself is available to other products through a third-party application programming interface and is not asserted to be exclusive to Orion.

The proposed acquisition addresses EID’s requirement for the combined editorial automation, authorized migration, reference-processing, and JATS XML export capabilities described above.

Capability statements must also explain the proposed approach to migrating existing eXtyles data and configurations, maintaining compatibility with EID’s editorial-production workflow, and providing implementation, training, and ongoing technical support. Respondents proposing Typefi Orion must provide evidence of authorization to supply the required licenses and services.
