AFRL sole-source intent for Keysight test equipment calibration and repair services

The Air Force Research Laboratory (AFRL) intends to procure calibration and repair services for Keysight test and measurement equipment supporting its Sensors Directorate at Wright-Patterson Air Force Base, Ohio. - Procurement approach: AFRL/RMZB intends to issue a sole-source purchase order to Keysight Technologies, Inc., identified as the only capable source and the equipment OEM. - Services: Calibration and repair of Keysight equipment, performed on-site or at the contractor’s facility as specified in the Equipment List. - Calibration must meet OEM standards, have NIST traceability, and be acceptable to PMEL and/or AFMETCAL. - Repair must meet OEM specifications. Keysight is to provide the tooling required for the work. - The contractor supplies applicable labor, travel, parts, consumables, materials, and return shipping. The Government pays shipping to the contractor for equipment sent in for repair. - Equipment details: The referenced Equipment List is not included in the provided materials; models, quantities, and part numbers are not stated. - Opportunity to respond: Responsible sources, including authorized distributors, may submit a capability statement addressing the PWS, a quotation, or an exception to the proposed sole-source approach for Government consideration. This is a notice of intent, not a request for competitive proposals.

Description

This requirement is for on-site calibration and repair services as well as calibration and repair services at the contractor’s facilities of Keysight manufactured test equipment in support of the Air Force Research Laboratory Sensors Directorate (AFRL/RF) at Wright-Patterson AFB, Ohio.

NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 811210 - Electronic and Precision Equipment Repair and Maintenance. The Air Force Research Laboratory (AFRL/RMZB), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.102(a) to Keysight Technologies, Inc. In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: Keysight Technologies, Inc. is the manufacturer of the equipment and is the recommended vendor authorized to calibrate and repair all equipment identified on the equipment list required for the services.  Please see attachment to this notice for additional details.

This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Performance Work Statement (PWS), quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Jason B. Sav at jason.sav@us.af.mil no later than 19 November 2026 at 5:00pm Eastern Time.  Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Notice of Intent SS – Keysight Calibration and Repair Service Agreement”. Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files).  Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters.  Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.  If sending attachments with e-mail, ensure only .PDF, .doc, docx, xls, or .xsls documents are sent.  The e-mail filter may delete any other form of attachments.
