Beaufort County residential elevation design-build services

North Carolina is seeking design-build residential elevation services for its Beaufort County Elevations project. - Government buyer: North Carolina Department of Public Safety (DPS), Division of Emergency Management (NCEM), Hazard Mitigation Grant Program. - Project: 4487-0021 Beaufort County Elevations. - Requested services: - Pre-elevation work for 12 properties, with construction dependent on FEMA approval and NCEM’s Notice to Proceed. - A separate project-time-frame entry covers work for 6 properties after approval and Notice to Proceed. - Pre-elevation services for 3 additional properties: 1301 N Respess St, 316 College Ave, and 616 College Ave in Washington, North Carolina. - 3 optional properties: 108 E 10th St and 206 W 15th St in Washington, and 53 Pungo Island Dr in Belhaven. NCEM is not obligated to exercise the options. - Scope may include: feasibility evaluations, inspections and testing, surveys and elevation certificates, geotechnical evaluations, design and engineering, permits, structure lifting, foundation work, utilities, access features, closeout, and required documentation. - Notable requirements: 100% performance and payment bonds, a one-year warranty, and a third-party ten-year structural warranty. Construction depends on FEMA approval and a Notice to Proceed. - OEMs, product part numbers, and product quantities: None identified; this is a services requirement.

Description

The North Carolina Department of Public Safety, Division of Emergency Management is seeking proposals from qualified vendors to provide elevation services for the 4487-0021 Beaufort County Elevations project. Work is described in the attached Scope of Work in the RFP and must be completed no later than February 1, 2028. Electronic responses are required, and vendors must be registered with North Carolina’s Electronic Vendor Portal to respond.
