Peekskill Fully Electric Microtransit Pilot: Turnkey Planning and Operations

Westchester County is seeking one turnkey provider to deliver a fully electric microtransit pilot in Peekskill. - Buyer: Westchester County, Department of Planning, Division of Transportation. - Scope: Plan, launch, and operate an on-demand, shared-ride service that complements Bee-Line fixed-route transit. The provider is responsible for vehicles, drivers, software, charging and overnight storage, maintenance, customer service, fare options, and performance reporting. - Products and quantities: Up to five electric vehicles, sized for 6–12 passengers and including at least one wheelchair-accessible vehicle; one microtransit software platform for dispatch, routing, scheduling, reservations, payments, and data collection. Fleet configuration and accessible-vehicle count will be finalized in the Launch Plan. - Services: Project management and reporting; operations, launch, measurement and evaluation, community engagement, marketing, and sustainability planning; at least 36 months of service operations and optimization; and final reporting. - Requirements: App and phone ride requests, operation seven days a week, ADA accessibility, data and grant reporting, and compliance with applicable grant terms. The overall contract is anticipated to last at least 45 months, including planning and approvals. - Funding and participation goals: Up to $4 million in identified funding, comprising $3 million from the New York State Energy Research and Development Authority (NYSERDA) and $1 million from the New York State Department of Transportation (NYSDOT); no additional funding is committed. Participation goals include 7% MBE and 13% WBE, with applicable NYSDOT goals and good-faith-effort documentation. - OEMs and vendors: No vehicle or software OEM is specified. NYSERDA and NYSDOT are grant-related entities, and Bee-Line is the existing transit service the pilot should complement.

Westchester County is requesting proposals for a pilot microtransit program in the Peekskill service area. The selected vendor will develop, deploy, and operate a turnkey, fully electric, on-demand, app-based shared-ride service.
