El Paso Water’s Public Service Board is seeking unarmed security coverage and security management for water, wastewater, stormwater, administrative, and other facilities in the El Paso area. - Government buyer: El Paso Water Utilities (EPWater), Public Service Board, Purchasing & Contract Administration. - Scope: 22 service line items covering guards at 19 facility or service locations, an account field supervisor, an account manager, and optional as-needed guard hours. Staffing is currently estimated at about 53 officers, with capacity to scale to 60 or more. - Coverage and quantities: The listed guard posts total 119,988 hours; the supervisor and manager each have 2,080 hours, and optional coverage is 2,700 hours. Many sites require continuous, three-shift coverage seven days a week; other posts are weekday daytime shifts. The worksheet specifies minimum hourly pay rates of $16 for guards, $21 for the supervisor, and $24 for the manager. - Notable requirements: Provide access control, patrols, visitor and vehicle processing, alarm and emergency response, incident documentation, relief staffing, uniforms, equipment, training, and approved workforce-accountability and guard-tour technology. Officers must be qualified and registered in Texas; the contractor must provide local staffing, emergency deployment capability, a transition plan, and patrol vehicles for the supervisor and manager. Site assignments and hours may change. - OEMs and named entities: No security-services OEM or contractor is identified. Boeing is mentioned only as a guard-post location. - Estimated worksheet amount: $2,142,240, based on the worksheet calculation with zero markup entries; the final bid depends on offeror pricing. - Contract term: One initial year, with up to four additional one-year extensions by mutual agreement; EPWater may extend services month-to-month for up to six months if a replacement provider is not ready. Phase-in is limited to 30 calendar days unless EPWater approves otherwise.
