DLA Energy plans to extend fuel operations and support services at DFSP Al Udeid in Qatar. - Government buyer: Defense Logistics Agency (DLA) Energy, Bulk Petroleum Services Business Unit (FESBB). - Procurement: Extension of an existing firm-fixed-price contract for Contractor-Owned, Contractor-Operated (COCO) fuel services; the notice describes an intended single-source procurement. - Services requested: Receive, store, transfer, and ship JP8 aviation fuel, diesel fuel, and automotive gasoline; inject additives; manage inventory; and maintain U.S. Government-owned fuel. - Handle JP8 fuel received by pipeline and tank truck, and move fuel among bulk and operating storage, the hydrant system, and tanker and tank-truck loading facilities. - Operate and maintain the base service station. - OEMs and vendors: No OEM, incumbent contractor, or other commercial vendor is named.

Description

NOTICE OF INTENT TO EXTEND CURRENT CONTRACT (SP0600-04-C-5419) TO FUELING SYSTEMS CONTRACTORS, LLC (FSC) 185 DEVLIN RD. NAPA, CA 94558-6255. The proposed procurement is for services that the Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1. DLA Energy plans to extend the current firm-fixed price contract to the incumbent for a period of 7 years. The performance period will be January 21, 2027, through January 20, 2031, and three, one-year option period from January 21, 2031, through January 20, 2034. The contract will be subject to FAR 52.222-41 Service Contract Labor Standards.

DLA Energy Bulk Petroleum Services Business Unit – FESBB has a current contract in place to provide Contractor-Owned, Contractor-Operated (COCO) fuel services at Defense Fuel Support Point (DFSP) Al Udeid, Qatar for the receipt, storage, transfer and shipment of Aviation Fuel Grade JP8, Diesel Fuel and Automotive Gasoline in Al Udeid Air Base (AB), Qatar. This includes additive injection, inventory, and maintenance of U.S. Government-owned JP8, Diesel Fuel and Automotive Gasoline.

The incumbent Contractor is also required to provide the following:

a. Storage Aviation Fuel Grade JP8

b. Receiving capability via pipeline from Umm Sa’id and from the Tank Truck Offloading Facility (TTOF), and transfer product between the Bulk Storage area and the Operating Storage, transferring product from the Operating Storage to the Hydrant System, transferring product to the tank truck loading facilities, and transferring product from Bulk Storage to the Tanker Hydrant System.

c. Operate and maintain Base Service Station facility.
