This notice of intent is not a request for competitive quotations. However, all quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any non-original equipment manufacturer (OEM) offerors to this solicitation must include enough information to establish the interested parties’ bona-fide capabilities of providing all products and service (s) needed. Responses must be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements.
JUSTIFICATION FOR THE PROPOSED SOLE-SOURCE ACQUISITION GE Healthcare is the Original Equipment Manufacturer (OEM) and the sole source capable of providing the comprehensive preventive maintenance and repair services required for the Government-owned Discovery MI DR PET/CT Scanner. While the physical hardware may be present, the operational software architecture, predictive diagnostics, and advanced sub-system calibration protocols are strictly proprietary intellectual property owned exclusively by GE Healthcare. Utilizing an unauthorized third-party maintenance provider to service the scanner will immediately render existing service frameworks and software licensing agreements void, introducing severe operational, safety, and regulatory risks to the instrument's performance. All servicing personnel must be factory-trained and certified directly by GE Healthcare, possessing specific, continuous experience on this exact model that unauthorized third-party biomedical technicians completely lack. Introducing a new, uncertified contractor at this juncture would critically disrupt the Molecular Imaging Branch's (MIB) ability to perform daily diagnostic scanning on cancer patients enrolled in time-sensitive clinical trials, as an outside vendor cannot guarantee emergency response times, provide requisite software patches, or deliver necessary clinical applications support. The Discovery MI DR PET/CT system relies on a direct, secure, and encrypted remote network connection to GE Healthcare known as InSite. This proprietary platform allows GE Healthcare engineers to remotely monitor the PET/CT scanner in real time, view diagnostic error logs, isolate system anomalies, and deploy remote service repairs. This direct digital pipeline drastically decreases scanner downtime and cannot be accessed, licensed, or replicated by any third-party firm. Furthermore, the required service agreement covers technical and clinical applications telephone support provided directly by GE Healthcare specialists, which is an invaluable and non-replicable asset when constructing new patient research protocols. The agreement also provides exclusive end-user access to TiP-Ed Online, a proprietary clinical continuing education platform, and GE iCenter, a cloud-based asset maintenance and management software application. The iCenter platform tracks complete service and maintenance histories specifically for this Discovery MI DR PET/CT scanner, supporting critical workflow management, regulatory compliance, and improved patient outcomes. Because these essential cloud applications, remote diagnostic keys, and intellectual property rights are contractually non-transferable, they cannot be sub-licensed, bypassed, or passed through an unauthorized third-party broker. Consequently, GE Healthcare is the only source legally and technically capable of fulfilling this requirement.
