DLA Energy is seeking continued contractor-operated fuel services at DFSP Al Udeid in Qatar. - Government buyer: Defense Logistics Agency (DLA) Energy, Bulk Petroleum Services Business Unit (FESBB); service location is Defense Fuel Support Point (DFSP) Al Udeid, Qatar. - Services: Contractor-Owned, Contractor-Operated (COCO) receipt, storage, transfer, and shipment of JP8 aviation fuel, diesel fuel, and automotive gasoline; additive injection; inventory management; and maintenance of U.S. Government-owned fuel. - Facility operations: Receive fuel by pipeline and at the Tank Truck Offloading Facility; manage JP8 storage and transfers between bulk and operating storage and to hydrant and truck-loading systems; operate and maintain the base service station. - Period: Four-year base period with three one-year options, for up to seven years total. - OEMs and vendors: No OEM or commercial vendor is named in the notice. NOTICE OF INTENT TO EXTEND CURRENT CONTRACT (SP0600-05-C-5516) TO FUELING SYSTEMS CONTRACTORS, LLC (FSC) 185 DEVLIN RD. NAPA, CA 94558-6255. The proposed procurement is for services that the Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1. DLA Energy plans to extend the current firm-fixed price contract to the incumbent for a period of 7 years. The performance period will be January 21, 2027, through January 20, 2031, and three, one-year option period from January 21, 2031, through January 20, 2034. The contract will be subject to FAR 52.222-41 Service Contract Labor Standards. DLA Energy Bulk Petroleum Services Business Unit - FESBB has a current contract in place to provide Contractor-Owned, Contractor-Operated (COCO) fuel services at Defense Fuel Support Point (DFSP) Al Udeid, Qatar for the receipt, storage, transfer and shipment of Aviation Fuel Grade JP8, Diesel Fuel and Automotive Gasoline in Al Udeid Air Base (AB), Qatar. This includes additive injection, inventory, and maintenance of U.S. Government-owned JP8, Diesel Fuel and Automotive Gasoline. The incumbent Contractor is also required to provide the following: a. Storage Aviation Fuel Grade JP8; b. Receiving capability via pipeline from Umm Sa-id and from the Tank Truck Offloading Facility (TTOF), and transfer product between the Bulk Storage area and the Operating Storage, transferring product from the Operating Storage to the Hydrant System, transferring product to the tank truck loading facilities, and transferring product from Bulk Storage to the Tanker Hydrant System; c. Operate and maintain Base Service Station facility.
