NASA Goddard is assessing whether to compete a purchase of a high-temperature, high-pressure laboratory cell for extreme-condition analysis. - Buyer: NASA Shared Services Center (NASA/NSSC), for the Astrochemistry Laboratory at NASA Goddard Space Flight Center. - Procurement status: Proposed sole-source purchase; NASA is seeking written capability statements to determine whether other sources can meet the requirement. Quotes are not requested or evaluated. - Required equipment: One High Temperature/High Pressure Cell for Extreme Condition Analysis, quoted by Specac Inc. (Quotation Q-04121). - Supports temperatures up to 800°C and pressures from vacuum to 1,000 psi. - Enables N-Mid-IR spectroscopic measurements of solids, liquids, and gases, and must be compatible with the laboratory’s current experimental setup. - Delivery: To Goddard’s Hot Environments Lab, 12 weeks after drawing approval. - Submission: Capability statements must reference the notice ID.  SPECIAL NOTICE:

VENDORS MUST REFERENCE THE NOTICE ID WHEN SUBMITTING A CAPABILITY STATEMENT.

NASA/NSSC has a requirement for Lab equipment - High Temperature/High Pressure Cell. 

NASA/NSSC intends to issue a sole source contract to SPECAC INC 333 N Bedford RD STE 129  Mount Kisco, New York 10549-1158, United States  under the authority of FAR 12.102(a). It has been determined that SPECAC INC is the sole provider of Lab equipment - High Temperature/High Pressure Cell

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334519

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on 11/4/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

NOTE:  Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA’s Technical End User Team. We are currently only requesting Capability Statements.
