Repair and Testing of Three MH-65 Talon Probes

The U.S. Coast Guard Aviation Logistics Center is seeking evaluation, testing, and repair of three MH-65 helicopter Talon Probes. - Government buyer: U.S. Department of Homeland Security, U.S. Coast Guard, Aviation Logistics Center (ALC). - OEM/source: Coastal Mechanics Company, Inc. is identified as the source. Repairs are restricted to the OEM or an SRR Engineering Repair Facility; SRR Engineering is also named in the attachment. - Products: 3 Talon Probes, P/N 4903H1, NIIN 99-257-9889 (also identified as NSN 6625-99-257-9889), for MH-65 helicopters. - Services: Evaluate serviceability, bench-test, document wear and replacement needs, and repair the three probes. Provide repair-time estimates, technical data, a replacement-parts list, and cannibalization information. - Requirements: Repairs must meet OEM requirements and include airworthiness, quality, traceability, failure-data, and component repair documentation. Repaired components require documented traceability and a Certificate of Conformance. - Delivery timing: Testing and evaluation are due within 30 calendar days after receipt of the components; no overall contract duration is stated.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03827QB0000016 is issued as a request for quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). 

The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation.  All responsible sources may submit a quotation which shall be considered by the agency.   

It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Coastal Mechanics Company, Inc (CAGE Code: 5N111) as a result of this synopsis/solicitation. Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturer (OEM) parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.
