China Lake Flooring, Asbestos Abatement, Concrete Repair, and Repainting

The Department of the Navy is seeking a contractor to remediate, refinish, and repaint rooms at the China Lake installation. - Government buyer: Department of the Navy, Naval Air Warfare Center Weapons Division (NAWCWD), with work at Naval Air Weapons Station China Lake; NAVFAC is identified in the General Requirements. The solicitation identifies Donell Duenas Sims. - Scope: One firm-fixed-price job in Rooms A15 and A35 at Lauritsen Laboratory. - Abate existing flooring containing asbestos, with containment, monitoring, disposal, and clearance procedures. - Repair damaged concrete and drywall, including filling an approximately 14-foot floor tunnel in Room A35. - Install approximately 1,050 sq. ft. of vinyl flooring and cove base, and repaint approximately 2,050 sq. ft. of walls, including mounted conduit and Panduit. - Named OEMs/brands: Sika products are specified for concrete repairs and crack sealing, with equivalent repair mortar permitted. Panduit is identified as existing wall-mounted equipment included in the painting scope; no Panduit product purchase is specified. - Notable requirements: Flooring must meet specified indoor-air-quality and recycled-content requirements. Work must follow applicable UFGS sections and drawing details; Sika repair mortar or equivalent must meet a minimum compressive strength of 4,000 PSI. The opportunity is a 100% small-business set-aside. - Performance: Work is to begin within 7 calendar days after notice to proceed and be completed within 60 calendar days. No option years or annual subscription are indicated. - Evaluation: Price, schedule, technical product data, similar past performance, and all job costs, including travel, are considered.

Description

The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on a full and open competitive basis this requirement for 1) Flooring Installation and Repainting (Qty 1 Job) in accordance with FAR Parts 12 and 13. Complete details can be found in the SOW and General Requirements located in Section C and Section J of the solicitation.  This procurement will be a 100% small business set-aside, and all responsible sources may submit a quote, which shall shall be considered by the agency.

Q&A submission deadline is 11/16/2026. Questions received after this date and time will not be answered. Government response date is 11/26/2026. Answers will be compiled and published publicly. All must be submitted in writing referencing the solicitation number N6893627Q0018 and emailed directly to Donell Sims at donell.e.duenassims.civ@us.navy.mil.
