SEPTA is the named government buyer. - Requested services: Two workshops and two tabletop exercises, each designed for approximately 75 participants, plus two full-scale exercises for up to 150 participants each. The contractor will plan, develop, facilitate, conduct, and evaluate each exercise. - Each of the six exercises requires an After-Action Report/Improvement Plan (AAR/IP); a separate program closeout report is also required. - Program management includes project planning, schedule, budget, risk, change and quality management, reporting, status meetings, executive briefings, and closeout management. Management is priced annually for two years. - Responsibilities and requirements: SEPTA provides or facilitates access to exercise facilities and transit assets, as well as role players and operational support personnel. The contractor supplies planning and exercise support personnel, simulation resources, and other resources needed for its approach. Public transportation HSEEP experience is preferred but not required. - Exercise scope: Scenarios may address terrorism, active assailants, hazardous materials, cyber-physical disruptions, infrastructure failures, severe weather, public health, and other all-hazards events. - Notable requirements: Completed-operations insurance coverage is required for 12 years.
