The City of Cedar Rapids Finance Department is seeking proposals for financial ERP, payroll, and HCM solutions to replace or modernize its current systems. - Government buyer: City of Cedar Rapids Finance Department, Purchasing Services. - Scope: Vendors may propose for one, two, or all three solution areas. The City may assess scopes together or separately; no specific OEM solution, product quantity, or part number is specified. - Financial ERP: general ledger, budgeting, grants and projects, procurement, accounts payable/receivable, treasury, fixed assets, reporting, and audit controls. - Payroll: public-sector payroll, time and attendance, scheduling, overtime and union pay rules, deductions, leave, year-end processing, and reporting. - HCM: core HR, recruitment, onboarding, benefits, performance, learning, compensation, position management, and workforce reporting. Payroll, timekeeping, and scheduling are separate from the HCM scope. - Incumbent and referenced systems/vendors: Oracle PeopleSoft (Financials and HCM/Payroll), Oracle database and CC&B, NeoGov, SumTotal/WFM, UKG Telestaff, Vector (CrewSense), Kronos (listed as “Telesta” in source material), Esri GIS, Assetworks FleetFocus, CivicPlus/Web QA, Blue Beam, Fixed-Base, Neptune, Paymentus, TenFore, RecTrac, and Energov. Microsoft Entra is the preferred single-sign-on integration, and US Bank-compatible files are required. These are identified as existing systems, integration points, or references—not selected suppliers for the new solutions. - Submission portal: Euna Procurement, powered by IonWave, is the procurement portal, not a proposed ERP, payroll, or HCM solution. - Notable requirements: Payroll implementation must precede ERP. Replacement physical time clocks and an interim time-and-attendance file are needed before full payroll deployment; payroll go-live is preferred after that initial work. Support is needed for approximately 1,400 full-time and 400 seasonal or temporary employees, eight bargaining units, and about 225 grade/step pay scales. Other requirements include grant labor and cost allocation, at least 10 years of data and transaction conversion, role-based security, Microsoft Entra SSO, WCAG 2.1 accessibility with an Accessibility Conformance Report, integrations, training, testing, change management, maintenance, and support.
