U.S. Coast Guard procurement of Air Liquide aircraft filter cartridges

The U.S. Coast Guard Aviation Logistics Center is seeking aircraft filter cartridges for C27J maintenance. - Government buyer: Department of Homeland Security, U.S. Coast Guard, Aviation Logistics Center. - OEM: AIR LIQUIDE ADVANCED TECHNOLOGIES (CAGE F0037), manufacturer of the requested cartridge. - Vendor named: MHD Rockland Inc. (also identified as MHD-ROCKLAND INC.), the OEM-approved distributor and anticipated sole-source awardee. - Requested product: 2 new filter cartridges, part number W038139, NSN 2940-14-570-4009, for C27J/HC-27 aircraft; an option allows up to 4 additional units. - Key requirements: Clear, auditable OEM traceability; documentation confirming authorized distributor status; and a Certificate of Conformance. The cartridges are replaced during inspection when corroded or damaged. - Delivery and shipping: Delivery is required 5–15 days after order receipt to the Aviation Logistics Center in Elizabeth City, North Carolina. Early and partial deliveries are acceptable. FOB Destination or FOB Origin terms are required; EXW is not accepted. - Procurement basis: The Government cites unavailable technical data and manufacturing rights as the basis for a sole-source procurement, while allowing responsible sources to submit quotations.

Description

This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03827QW0000100 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of April, 27, 2026, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification System (NAICS) code is 336413. The small business size standard is 1250 employees. This is a restricted requirement. All responsible sources may submit a quotation which shall be considered by the agency.

It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis to MHD ROCKLAND INC. (CAGE 4S7J4) as a result of this solicitation for the following item:

*At the time of award, the USCG will place an order for the purchase of TWO (2) each FILTER CARTRIDGE. In accordance with (IAW) Federal Acquisition Regulation (FAR) clause 52.217-6, the USCG may require up to FOUR (04) each, additional FILTER CARTRIDGE at the same price specified in the original purchase order. The Contracting Officer may exercise this option by written notice to the Contractor through one year after date of award (or other mutually agreed-upon date). Delivery terms for additional orders shall be the same as called for in the original purchase order unless the parties otherwise agree.  

All items must have clear traceability to the Original Equipment Manufacturer (OEM), AIR LIQUIDE ADVANCED TECHNOLOGIES (Cage Code F0037) and provide documentation showing they are an AIR LIQUIDE ADVANCED TECHNOLOGIES authorized distributor. Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM or distributor to its current location

The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause.
