The Department of Homeland Security’s FLETC Cheltenham site is seeking a contractor for non-hazardous waste disposal and recycling services. - Government buyer: Department of Homeland Security, Federal Law Enforcement Training Center (FLETC), FLETC Procurement Cheltenham Office. - Services requested: Provide labor, vehicles, equipment, dumpsters, materials, supervision, and related resources for waste disposal and recycling. - Empty waste and recycling dumpsters weekly; keep them sanitary, clean, odor-free, operational, and below capacity. - Pick up litter within 10 feet of dumpsters and complete requested unscheduled collections, drop-offs, or relocations within 24 hours. - Weigh trucks on arrival and departure; coordinate recycling sales and return proceeds to the Government. - Submit monthly weights, sales/proceeds information, logs, original weight tickets, and invoices; the QASP calls for submissions by the 15th of the following month. - Containers listed in the PWS: 8-cubic-yard waste dumpsters (8 total) and 8-cubic-yard recycling dumpsters (5 total), distributed among the identified buildings; five specially ordered 30-cubic-yard roll-off dumpsters are included in each option year, with only dump fees charged for those roll-offs. - Requirements: Comply with applicable federal, state, DHS, and local requirements. Performance is monitored through inspections and validated complaints. - OEMs and vendors: No OEMs, manufacturers, or incumbent vendors are named in the materials. Potential competing service providers include Waste Management, Republic Services, and GFL Environmental.

Description

The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other necessary items to perform non-hazardous integrated solid waste and recycling disposal at the Federal Law Enforcement Training Center (FLETC), located at 9000 Commo Rd. Cheltenham, Maryland 20588. Performance shall be in accordance with all applicable state and federal laws, regulations, standards, instructions, general practices, and requirements to meet the goals of the Performance Work Statement (PWS).
