Building 141 300 kW Emergency Generator Replacement and Electrical Upgrades

The Department of the Navy is seeking a turnkey replacement of the emergency generator and associated electrical systems serving Building 141 at Naval Submarine Base New London in Groton, Connecticut. - Government buyer: Department of the Navy; NAVFAC Mid-Atlantic / NAVFACSYSCOM Mid-Atlantic; Public Works Department, Facilities Engineering & Acquisition Division; PWD FEAD and ROICC New London; Naval Submarine Base New London. - OEMs and vendors: Onan is named only as the manufacturer of the existing L364 generator being removed. No OEM is specified for the new equipment, and no other commercial vendors are named. - Primary equipment: One 300 kW emergency standby generator, one 2,050-gallon aboveground diesel tank, one 400A automatic transfer switch, one 600A emergency distribution panel, one 45 kVA transformer, and one temporary 30 kW trailer-mounted generator. Provide a generator docking station, emergency-powered receptacles, and associated feeders, ductbank, and concrete pad. - Removal and installation work: Remove the existing Onan L364 generator and 300-gallon fuel tank; install and connect the replacement generator and upgraded electrical distribution equipment. Modify existing conduits and provide additional emergency-power outlets. - Notable requirements: Maintain critical operations with temporary power and phased cutover while minimizing generator downtime. The replacement generator must meet EPA Tier III emissions certification and the installation's Title V permit requirements. Address assumed asbestos in the existing generator and lead paint on affected surfaces; manage regulated fuel-tank waste. Preserve historically significant building features and comply with applicable environmental, stormwater, excavation-permit, and SHPO coordination requirements. - Estimated value: $500,000–$1,000,000.
