The U.S. Air Force is seeking market information for natural-gas distribution repairs at Offutt Air Force Base. - Government buyer: Department of the Air Force, 55th Contracting Squadron, Offutt Air Force Base, Nebraska. - Opportunity: Sources sought for repairs and component replacement on the base’s natural-gas distribution system; this is market research, not a request for quotes or proposals. - Work requested: Repair a leaking 6-inch HDPE gas line near B479 and replace its adjacent 6x2 service tee; replace leaking, inoperable 8-inch main-line valves and flanges near B73; and replace the 2-inch isolation valve serving B73. - Equipment and installation requirements: Provide gas-marked valve boxes and risers where specified, address cathodic protection, and pressure- and operational-test new installations, including at least one hour of pressure testing. - Related services: Site verification, excavation and outage coordination, lockout/tagout, utility coordination with the Government and Black Hills Energy, waste removal, and testing. - Schedule conditions: Perform the 6-inch repair as soon as practicable. Schedule the 8-inch valve replacement for qualifying warmer spring conditions, with five consecutive days of projected lows above 40°F and highs above 65°F. Performance runs from award through the stated end of performance. - OEMs and products: No manufacturers, OEMs, or part numbers are identified. This is a SOURCES SOUGHT notice; a market survey for information only, to be used for preliminary planning purposes.

 This is NOT a request for quotes or proposals. The intent of this notice is to identify qualified, experienced, and interested offerors capable of performing the type of work as described herein for information and planning purposes. The information received will be utilized by the United States Air Force to facilitate the planning and decision-making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.  Respondents will NOT be notified of the results of this sources sought. Respondents are not required to submit information in response to this announcement to participate in any future solicitation that may come as a result of the information received. In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 15.101(c)(2), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

The 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for the following items listed below:  

General:

The purpose of this sources sought is to conduct Market Research in accordance with RFO Part 10, for the repair and replacement of existing gas leaks on 6” pipe and 8” pipe and valves, along with some associated component replacement on 2” pipe and valves. This requirement consists of repairing and replacing identified gas distribution system components, site verification, coordination for excavation, system outages, Lock-Out-Tag-Out, utility coordination, and operational testing. Please see the attached Statement of Work for more information. All project work and related services shall be performed IAW all terms, conditions, special contract requirements, specifications, attachments, technical exhibits and references and publications contained in the contract or incorporated by reference.
