DIA proposes a $65.53 million ceiling increase to its existing Threat System Support IDIQ contract to sustain mission-critical support for the Missile and Space Intelligence Center (MSIC). - Proposed action: Increase contract HHM402-21-D-0150’s ceiling by $65,532,160, from $79,467,840 to $145,000,000. - Incumbent contractor: KBR Wyle Services LLC. - Supported work: Support for MSIC’s Test & Evaluation Resource Activity (TETRA), including threat intelligence reporting, threat-resource analysis, and technical and programmatic support for DOT&E testing. - Reason for increase: Expanded mission scope and demand, including support for Golden Dome and hypersonic missile defense, are projected to use the current ceiling by FY 2027. - Notice status: This is a justification and sources-sought notice about a proposed increase to an existing contract—not a solicitation or award announcement. Description

This J&A Notice serves as the Government's notice as required by DFARS PGI 206.302-1(d) and the notice of proposed contract action as required by FAR 5.201. This action will result in an increase in contract ceiling to the existing contract identified in the attached J&A is necessary to allow for continuity of critical contractor services. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement.
