NGA CMS II credentialing system operations, maintenance, and enhancement services

NGA is seeking industry input and contractor support for its GEOINT Professional Certification Candidate Management System (CMS II). This is an RFI for market research, not a contract award or commitment to procure. - Government buyer: National Geospatial-Intelligence Agency (NGA), GEOINT Professional Certification Program Management Office, under the Human Development Directorate; the program supports USD(I&S) and the Director of National Intelligence (DNI). - Platform/OEM: LearningBuilder, the commercial credentialing platform underlying the existing CMS. No other vendors or OEMs are named. - Requested services: Implement, operate, maintain, and enhance CMS II for the certification lifecycle, including candidate eligibility, exams, renewals, compliance tracking, exception management, and program monitoring. Support an estimated 55,000 active and inactive records; migrate all records if replacing LearningBuilder. - Technical and service requirements: System configuration, database and integration maintenance, software updates and patches, hosting, backups, disaster recovery, security and NGA Authority to Operate maintenance, vulnerability remediation, and transition support. The system must provide 99.9% monthly uptime, retain records and attachments for at least ten years, protect PII/CUI, and meet incident-resolution targets of 72 hours for minor-impact incidents and 48 hours for major-impact incidents. - Other deliverables: Functional enhancement reporting, program management and quality control, transition planning, and a complete CSV data export at contract completion with no contractor data retained. No hardware, product quantities, or part numbers are specified. - Period: Planned one-year base period with four one-year options. The draft PWS calls for a 30-day phase-in.

This RFI is issued solely for the information and planning purposes – it does not constitute a request for proposal (RFP) or a promise to issue a RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
