DLA Troop Support is seeking Nuance PowerScribe 360 licenses and ongoing support for voice dictation systems at Fort Belvoir. - Government buyer: Defense Logistics Agency (DLA), Troop Support, Philadelphia, Pennsylvania, Medical Directorate. - OEM: Nuance, identified as the developer and exclusive provider of the proprietary PowerScribe 360 software. - Products and services: PowerScribe 360 software licenses, software updates, and post-warranty maintenance for systems already installed at Fort Belvoir, Virginia. Quantities and part numbers are not specified. - Notable requirements: The licenses and support must be for the existing PowerScribe 360 system; the agency states that lack of licensing, updates, or support could disrupt radiology voice dictation.

Description

The Defense Logistics Agency, Troop Support, Philadelphia, PA Medical Directorate intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 12.102(a) to Carahsoft Technology Corp, on behalf of Nuance, address 11493 Sunset Hills Road, Reston, VA 20190, for the procurement of the following brand name post warranty maintenance, updates, and software licensing

Product: PowerScribe 360 post warranty maintenance, software licenses

This award for brand name software licenses and post warranty maintenance will be placed on a sole source basis with Carahsoft, on behalf of Nuance, as the following circumstance in FAR 12.102(a) applies: only one source is available to provide the services required at the level of quality required because the services are unique or highly specialized. The PowerScribe software is proprietary software developed and provided exclusively by Nuance. The software licensing is for the PowerScribe 360 brand name voice dictation systems already in place at the required site, Fort Belvoir, Virginia. The absence of post warranty maintenance, updates and software licensing will cause significant work-stoppage for voice dictation for radiology systems. Thus, only the exact brand name maintenance and licenses will meet the customer's needs.

Delivery schedule will be discussed prior to issuing the award. The anticipated award date is December 2, 2026. This notice is not a request for competitive quotes; however, that all responsible sources and interested parties may identify their interest and capability to meet the requirements by submitting technical data for this requirement data within fifteen calendar days of this notice posting (no later than November 18, 2026), by 2:00 PM EST, to Marco Sifoni, via email at marco.g.sifoni@dla.mil, which shall be considered by the agency. Please note telephone calls will not be honored. DLA Troop Support intends to solicit this requirement in accordance with FAR 12.201-1(c)(2), thus no written solicitation will be issued.

Paragraph three was updated on Wednesday November 4th, 2026 to edit the error of calendar days stated previously from seven days to fifteen days.
