New York City is seeking on-demand staff to support homeless outreach during extreme-cold Code Blue and extreme-heat Code Red emergencies. - Buyer: New York City Department of Social Services (DSS), through its Department of Homeless Services (DHS); services are citywide. - OEMs and vendors: No commercial OEMs, vendors, or prospective contractors are named. OMNY is referenced for transit cards, but no card supplier is identified. - Requested services: Temporary outreach workers/canvassers and supervisors to engage unsheltered people, visit hotspots and encampments, conduct wellness checks, share weather-safety information and supplies, and connect people with shelters and other services. Staff may also support warming or cooling buses and other sites, and coordinate operations with the Joint Command Center. - Sample staffing levels: Code Blue coverage includes 300 workers per hour for initial coverage, 100 per hour for remaining activation hours, and 30–90 staff per hour at warming sites. Code Red coverage includes 100 workers per hour during the activation. Actual staffing is subject to DHS needs. - Rates and funding: Anticipated hourly caps are $70 for supervisors and $60 for outreach workers/canvassers. Proposers are also asked for informational hourly rates for temporary nurses and warming-site staff. Estimated initial funding is $11.1 million over three years, or about $3.7 million annually. - Notable requirements: Ability to scale up on 24-hour notice, provide names of activated staff within 12 hours, cover emergency shifts and harsh-weather travel, and support field reporting and possible GPS-data requests. Contractors provide necessary equipment and, where applicable, vehicles, as well as supervision, backup staffing, insurance, and required training. - Term: Three-year initial term with one option to renew for up to three additional years, subject to continued need and funding. This is an activation-based contract, not an annual subscription.
