The U.S. Department of Commerce issued a regulatory notice revising countervailing duty rates on Canadian softwood lumber, not a request for products or services. - Government buyer and office: U.S. Department of Commerce, International Trade Administration, Enforcement and Compliance. No purchasing agency or procurement is identified. - Affected producers/exporters and amended subsidy rates: - Canfor Corporation: 13.24% amended to 12.49%. - J.D. Irving, Limited: 3.34% amended to 2.96%. - Resolute FP Canada Inc.: 14.70% amended to 13.90%. - Tolko Marketing and Sales Ltd.: 14.85% amended to 11.01%. - West Fraser Mills Ltd.: 17.99% amended to 16.73%. - All other companies: 14.19% amended to 12.80%. - Notable requirements and impact: The changes follow a NAFTA Binational Panel decision concerning the countervailing duty investigation and order for certain softwood lumber products from Canada. Commerce will provide revised cash-deposit instructions to U.S. Customs and Border Protection for companies without superseding rates. The notice states that current cash-deposit rates remain unchanged for the five named producers because each has a superseding rate. - Procurement items: No products or services, part numbers, quantities, contract value, or period of performance are specified.

Description

The Department of Commerce is notifying the public that a NAFTA Binational Panel decision is not in harmony with its final determination in the countervailing duty investigation of certain softwood lumber products from Canada. Commerce is amending the final determination and resulting countervailing duty order to revise subsidy rates for Canfor Corporation, J.D. Irving, Limited, Resolute FP Canada Inc., Tolko Marketing and Sales Ltd., West Fraser Mills Ltd., and all other companies. Commerce will issue revised cash deposit instructions for companies without superseding cash deposit rates.
