The City of Lubbock Police Department is seeking an independent consultant to run promotional assessment centers for police leadership candidates. - Government buyer: City of Lubbock, Texas — Police Department; Purchasing and Contract Management office. - Requested service: Develop, administer, score, and support promotional assessment centers for Sergeant, Lieutenant, Captain, Assistant Police Chief, and other applicable classifications. Work includes job analysis, competency identification, job-related exercises and scoring materials, assessor recruitment and training, secure administration, quality control, candidate reports, and technical and validation documentation. - Additional support: Develop uniform evaluation criteria and provide guidance or training for the City’s Performance Review Panel. - Key requirements: The process must be consistent, secure, objective, job-related, valid, reliable, and professionally defensible. Description

The City of Lubbock is requesting proposals from qualified independent consultants to provide Police Department Promotional Assessment Center services. The assessment process must be consistent, secure, objective, job-related, valid, reliable, and professionally defensible. It is intended to complement the City’s police promotional examination process and give qualified candidates a fair opportunity to demonstrate readiness for promotion. The contract term is one year, with four optional one-year extensions.
