The Department of Veterans Affairs is seeking market information on flow cytometry supplies for hematology and laboratory testing at Baltimore VA Medical Center. - Government buyer: Department of Veterans Affairs; Veterans Affairs Medical Health Care System; Baltimore VA Medical Center, Pathology and Laboratory Medicine Service, Hematology section. The listed contracting office is the Louis A. Johnson VAMC Contracting Office (90C); Network Contract Office 5 is also identified. - Prominent OEM: Becton, Dickinson and Company (BD), whose FACSLyric flow cytometer is the specified system and whose products make up the listed requirements. - Products requested: 71 listed line-item entries, covering fluorescent antibodies and other reagents for CD4/CD8 counts and leukemia/lymphoma cell phenotyping, plus sheath and staining fluids, controls, compensation beads, and calibration/QC materials. Quantities range from 1 to 30; catalog numbers and quantities are itemized below. The repeated CD16 item is consolidated at quantity 4. - Notable requirement: Products must support testing on the BD FACSLyric. Equivalent products may be proposed, with technical literature demonstrating equivalence and brand names and part numbers for alternatives. - Opportunity status and performance: This is an RFI/Sources Sought for market research, not a solicitation or contract offer. DESCRIPTION

This RFI is solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.  Per FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract.  Neither unsolicited proposals nor any other kinds of offers will be considered in response to this notice.  No evaluation letters and/or results will be issued to the respondents; however, the Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information.  At this time, no solicitation exists; therefore, please do not request a copy of the solicitation.  Any resulting procurement action will be the subject of a separate, future announcement.  The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release.  The acquisition strategy, evaluation methodology, contract type, and any other acquisition decisions are to be determined.

Background. The offeror shall provide to the Veterans Affairs Medical Health Care System at Baltimore VAMC all reagents and supplies for flow cytometry testing in the Hematology section of Pathology and Laboratory Medicine Service. The reagents/supplies will be used for CD4/CD8 count testing and the phenotyping of white blood cells in the leukemia and lymphoma assay using the Becton Dickinson FACSLyric. QC material and calibration material are used for the detection of voltages and spectral overlap to monitor optimal cytometer settings, checks, and track the daily performance.
