Description
EPA is proposing significant new use rules (SNURs) under the Toxic Substances Control Act for certain chemical substances previously covered by premanufacture notices and EPA Orders. The proposed rules would require persons planning to manufacture (including import) or process a substance for a proposed significant new use to notify EPA at least 90 days before starting. That activity could not begin until EPA reviews the notification, makes a determination, and takes any required actions. Comments are due December 2, 2026.
