The SEC notice describes NSCC’s proposed changes to insurance and retirement account transfers, not a purchase solicitation. - Government agency: Securities and Exchange Commission (SEC); the notice concerns a proposed rule change filed by the National Securities Clearing Corporation (NSCC). No government buying office or purchasing agency is identified. - Organizations and systems: NSCC; Automated Customer Account Transfer Service (ACATS); Insurance & Retirement Solutions (I&RS). No product manufacturers, vendors, or resellers are named. - Proposed process: ACATS would continue initiating transfers and identifying eligible insurance and retirement assets, including annuities. NSCC’s I&RS system would handle re-registration, transfer processing, and confirmation. - NSCC proposes retiring ACATS instructions, files, records, and reports that would no longer be needed. The stated aim is to simplify operations and align insurance transfers with the standard I&RS registration process. - No products or services are being solicited for purchase, and no quantities, part numbers, or contract value are provided.

Description

National Securities Clearing Corporation proposes to amend its rules concerning the Automated Customer Account Transfer Service (ACATS) process for insurance and retirement products. The change would discontinue certain ACATS functions for transmitting information needed to re-register insurance products and shift responsibility for registration and confirmation to NSCC’s Insurance & Retirement Solutions (I&RS) system. Members would continue to initiate transfers through ACATS, which would pass eligible insurance assets to I&RS for processing. NSCC stated that it planned to implement the changes on November 20, 2026.
