The Department of the Air Force is conducting market research for chapel support services at RAF Mildenhall. - Government buyer: Department of the Air Force; the 48th Contracting Squadron at RAF Lakenheath is conducting the RFI, for the 100th Wing Chapel at RAF Mildenhall. - Services requested: Three volunteer-management roles: Protestant Religious Education Coordinator (780 annual hours), Catholic Religious Education Coordinator (780 annual hours), and Media and Music Director (260 annual hours). - Religious education roles cover programming for children, youth, and adults; the Catholic role also includes sacramental preparation and faith formation. - The Media and Music Director coordinates volunteer musicians and technical teams supporting worship, including audio, projection, video, streaming, and lighting. - All roles include volunteer recruitment, training, and oversight, plus planning, scheduling, coordination, and reporting responsibilities. - Notable requirements: Child-safety vetting and compliance; annual plans, calendars, and proposed budgets; required meetings and records; and measurable performance thresholds. Government-provided chapel facilities and audiovisual and musical equipment will be used. - OEMs and vendors: No OEMs, vendors, or product part numbers are identified. This is a services requirement. - RFI purpose: Respondents are asked to review the draft Performance Work Statement and comment on scope, unclear or costly language, relevant UK experience, transition and staffing, company information, and a reasonable response period for a future RFQ. Description

The 48th Contracting Squadron at Royal Air Force (RAF) Lakenheath, United Kingdom, seeks feedback and sources from companies capable of providing non personal Chapel Support Services at the 100th Wing Chapel supporting RAF Mildenhall in accordance with the attached draft Performance Work Statement (PWS). 

Scope: The Contractor shall provide all personnel, management, supervision, tools, and materials necessary to perform non-personal Chapel Support Services at RAF Mildenhall across three (3) designated positions: 1. Protestant Religious Education (RE) Coordinator 2. Catholic Religious Education (RE) Coordinator 3. Media and Music Director (Volunteer-Management Model) The goal of this contract is to provide spiritually enriching, professionally coordinated, and vibrant ministry support to Air Force military members, civilian components, and their dependents assigned to RAF Mildenhall. Performance will be evaluated via qualitative feedback from chapel leadership and parishioners in accordance with the Services Summary (SS) and FAR Part 37.6 (Performance-Based Acquisition). This service is anticipated for 12 months with an up-to-6 months option to extend.

This notice does not constitute a formal Request for Proposal (RFP) or Request for Quote (RFQ).  No contract will be awarded from this posting. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense.
