The City of Tucson is seeking a multidisciplinary consultant to plan improvements to the 22nd Street corridor and assess railroad-crossing options. - Buyer: City of Tucson, Department of Transportation and Mobility; procurement support from the Business Services Department, Shared Services Procurement Division. The SBE provisions are administered by the Business Enterprise & Compliance Program (BECP). The notice names Maritza Felix as a contact. - OEMs and vendors: No product OEMs or competing vendors are named. Union Pacific Railroad is the railroad stakeholder for the crossing; the Arizona Corporation Commission is also a coordination partner. - Requested services: Prepare a Design Concept Report for 22nd Street from Interstate 10 to Kino Parkway, including preliminary survey, traffic and drainage studies, initial geotechnical and pavement work, corridor alignment and typical sections, phasing, cost estimates, and 15% plans. No product purchases, product part numbers, or product quantities are specified. - Design scope: Consider pavement reconstruction, drainage, sidewalks, enhanced bicycle facilities, median separation, signal and intersection upgrades, lighting, signs and markings, landscaping, green stormwater infrastructure, utility coordination, and a new railroad crossing. - Railroad alternatives: Evaluate at least three options for the Union Pacific Railroad Nogales Subdivision crossing: an overpass or bridge, an underpass, and an upgraded at-grade crossing. Compare cost, drainage, right-of-way, access, visual effects, and community preference; include up to five photo-simulations and coordinate with the railroad and Arizona Corporation Commission. - Other requirements: Prepare environmental documentation and right-of-way materials, and conduct inclusive public engagement, including English/Spanish translation and Citizens Advisory Committee facilitation. The team needs multidisciplinary engineering, environmental, surveying, landscape architecture, utility, and public-involvement capabilities, with Arizona-registered professional design work under a qualified registrant. The SBE participation goal is to be established during negotiations; an approved plan or waiver is required before work begins. - Performance: The initial report phase is targeted for completion within 12 months after Notice to Proceed. The City may extend the engagement for subsequent corridor design; extension duration is unspecified.

Description

The City of Tucson is seeking a qualified engineering design consultant to prepare a Design Concept Report and railroad grade-separation alternatives analysis for the 22nd Street corridor between Interstate 10 and Kino Parkway. The initial contract is limited to the DCR phase, including technical studies and reports, preliminary survey, cost estimate, and 15% plans; the City may extend the contract for subsequent corridor design. The alternatives analysis must evaluate at least three railroad-crossing options: an overpass, an underpass, and an upgraded at-grade crossing. The work also includes public engagement, coordination with Union Pacific Railroad and the Arizona Corporation Commission, and evaluation of roadway, drainage, bicycle, pedestrian, safety, and other improvements.
