Description
NOTICE OF INTENT
The U.S. Department of Energy (DOE) Office of Environmental Management (EM) Portsmouth/Paducah Project Office (PPPO) intends to issue a sole-source, non-competitive modification to Contract Number 89303321DEM000065, with North Wind Dynamics, LLC (NWD). This modification will extend the period of performance for up to three (3) months, covering December 19, 2026, through March 19, 2027, to maintain critical, uninterrupted infrastructure support services at the Portsmouth Gaseous Diffusion Plant (PORTS) in Piketon, Ohio. The current contract is scheduled to expire on December 18, 2026.
DOE EM has awarded the competitive follow-on contract for the Portsmouth Infrastructure Support Services requirement. The follow-on contract incorporates a mandatory sixty (60) day phase-in/transition period to ensure the orderly transfer of critical site operations, personnel security clearances, safety baselines, and facility custody. Because the required 60-day transition window extends beyond the December 18, 2026 expiration of the incumbent contract, this temporary bridge extension is necessary to prevent a lapse in critical operational, regulatory, and security services while the follow-on contractor completes the full transition.
The scope of infrastructure support services includes, but is not limited to: maintaining the Environment, Safety, Health and Quality program, safeguards and security, information technology (IT), surveillance, maintenance and repair of facilities; janitorial services; grounds maintenance; roadway/parking lot maintenance; snow and ice removal; pest control; telecommunications; fleet management; real and personal property management; records management and document control; mail services; and training services.
This non-competitive extension is conducted pursuant to the statutory authority of the Competition in Contracting Act (CICA), 41 U.S.C. § 3304(a)(1), as implemented by FAR 6.302-1(a)(2): "Only one responsible source and no other supplies or services will satisfy agency requirements." As the incumbent contractor currently performing these vital services on-site with active clearances, established safety protocols, and operational infrastructure, NWD is the only contractor capable of providing these uninterrupted services without causing substantial unacceptable delays or serious security and environmental hazards to site operations during the follow-on contract transition.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A solicitation will not be issued.
This announcement serves as a public Notice of Intent in accordance with FAR Subpart 5.2. However, any responsible source that believes it can satisfy the agency’s requirement without causing a break in service or compromising site security/safety may submit a capability statement, proposal, or quotation to the Contracting Officer. Information received within fifteen (15) days of the publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
The North American Industry Classification System (NAICS) code for this requirement is 561210 (Facilities Support Services).
All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Teresa Shope by email at teresa.shope@pppo.gov.
