Sole-source renewal of Royal Society of Chemistry online journal subscription

The Naval Research Laboratory is seeking to renew access to the Royal Society of Chemistry’s online journal platform through a planned sole-source subscription.

Description

The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division intends to enter into a sole source contract with RSC in accordance with FAR 6.302-1 for the award of RSC Online Library Platform Subscription. This is the renewal of annual subscription to which RSC holds the copyright to the information. These are intellectual property rights which can only be provided by RSC.

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Any submitted capability statement, proposal, quotation, or supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received shall be considered by the agency; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
