Sharyland Independent School District is seeking an independent consultant to advise on employee benefits and risk-management programs. - Government buyer: Sharyland Independent School District (Sharyland ISD), Purchasing Department. - Requested service: Independent, fee-based consulting and advisory support for employee benefits, property and casualty, and workers’ compensation programs. - Scope includes analysis and benchmarking, strategic and financial planning, plan evaluation, renewal and procurement support, contract review, compliance guidance, employee communications, implementation support, risk assessment, and ongoing program improvement. - Programs include health and medical, prescription drug, dental, vision, basic and optional life and AD&D, short- and long-term disability, EAP, FSA/COBRA/HIPAA/FMLA administration, property and casualty, and workers’ compensation. - Named current providers: Blue Cross Blue Shield of Texas administers the self-funded health plan; Araya Benefit Management administers pharmacy benefits; Employers Assurance Insurance Company is identified as the workers’ compensation insurer. These are existing providers, not specified consulting awardees. - Important requirements: The consultant must be independent and paid by the District under a fixed-fee arrangement, with no carrier or vendor commissions or other undisclosed compensation. The consultant may not act as the District’s broker or insurance agent. Carrier contact or solicitation of insurance proposals requires prior written District authorization. Sharyland Independent School District is seeking proposals from qualified firms for independent, fee-based consulting and advisory services for its employee benefits programs. The scope includes analysis, planning, evaluation, procurement support, implementation, communications, compliance, renewals, and ongoing improvement for employee benefits, Property & Casualty, and Workers’ Compensation programs. The District is not seeking broker services or a broker-of-record relationship, and retains authority over procurement decisions and carrier selections.
