Consulting Services for La Cañada Flintridge’s 7th Cycle Housing Element Update

The City of La Cañada Flintridge is seeking a consultant to prepare its next Housing Element and support the City through state review and adoption. - Buyer: City of La Cañada Flintridge, Community Development Department, under the direction of the Director of Community Development. - Procurement: One professional-services engagement for the 7th Cycle Housing Element Update, covering an eight-year planning period. - Scope: Manage the project; review the prior Housing Element; analyze housing needs, sites, and RHNA capacity; assess constraints and existing programs; update goals, policies, and programs; and prepare draft and final documents, maps/GIS files, analyses, and hearing materials. - Housing and engagement requirements: Include an Affirmatively Furthering Fair Housing analysis and public outreach, including at least four community workshops. Support coordination and review with the California Department of Housing and Community Development (HCD), budgeting for at least three HCD review cycles. - Environmental and adoption support: Assess California Environmental Quality Act (CEQA) requirements and, if needed, prepare an initial study and mitigated negative declaration; an environmental impact report is outside the scope. Assist with public hearings, adoption, and HCD certification, including at least two Planning Commission hearings and two City Council hearings, with an optional additional Council hearing. - Proposal planning requirements: Provide a task-based budget, projected hours and rates, and a timeline with a comprehensive Gantt chart. - OEMs and vendors: No product manufacturers, OEMs, or service vendors are named. HCD is the reviewing state agency, not a vendor. - Term: The professional-services agreement is for one year and may be renewed by mutual agreement. The scope identifies an HCD certification target in 2030, while another task reference gives a different target year.

Description

The City of La Cañada Flintridge is seeking proposals from qualified consultants to prepare its 7th Cycle (2029–2037) Housing Element Update. The work includes developing a compliant element consistent with state housing requirements and the City’s General Plan, including housing needs and capacity analysis, fair housing analysis, assessment of constraints, public engagement, and coordination with HCD. The consultant will support review, public hearings, CEQA assessment as applicable, final preparation, adoption, and certification. The completed Housing Element must meet statutory requirements and achieve HCD certification by April 2030.
