NEISD security camera replacement and installation at three high schools

North East Independent School District (NEISD) is seeking camera replacement and installation proposals for three high schools as part of its 2025 Bond project. - Buyer: North East Independent School District (NEISD), Procurement & eCommerce office. - Scope and minimum quantities: Replace red-coded analog cameras at LEE, Churchill, and Madison High Schools; blue-coded digital cameras are not to be replaced. - LEE (Legacy of Education Excellence): at least 147 cameras. - Churchill: at least 169 cameras. - Madison: at least 240 cameras. - Total: at least 556 cameras. Final quantities may change, and additional cameras found during walkthroughs must be included. - OEMs and platforms: Axis Communications M-series cameras or newer, or equivalent, are requested. Cameras must integrate with NEISD’s existing Genetec Security Center system and include five-year licenses. Genetec is the named video management system (VMS), not the specified camera manufacturer. - Technical and installation requirements: Provide at least 64 GB of SSD failover storage per camera, Cat 6A cabling and connection hardware, and camera coverage comparable to the existing cameras. Installation must follow NEISD cabling standards and be performed by a Genetec-certified technician. Keep existing cameras operating until replacement cameras are online and complete one campus before starting the next. - Work schedule and closeout: Perform work outside instructional time, generally between 4:00 p.m. and 10:00 p.m.; weekends or holidays may be used with prior approval. Provide as-built floor plans in DWG and PDF and an Excel camera inventory with identifiers, network and port details, settings, credentials, and SSD capacity. Remove default accounts and passwords and configure a random 12-digit alphanumeric administrator password. State applicable camera and cabling warranties.

Description

North East Independent School District is requesting proposals for security cameras at LEE, Churchill, and Madison high schools (Package A), in support of the 2025 Bond (A04). Work is to follow the solicitation’s instructions, terms, conditions, and specifications. Paper bids are accepted, though electronic submission is strongly requested and requires supplier registration. Proposers must submit proof of required insurance, a signed and notarized Hold Harmless Agreement, and the completed HB 1295 documentation; purchases will be made as needed, with no guaranteed quantities or dollar amounts.
