The City of Chino is seeking a third-party administrator to manage its workers’ compensation claims and related program services. - Government buyer: City of Chino, California; Human Resources and Risk Management offices; San Bernardino County. - Named firms and systems: Innovative Claim Solutions and LWP Claims Solutions, Inc. are named as prospective bidders. PlanetBids is identified as the proposal portal and system-support provider. Public Risk Innovation, Solutions, and Management (PRISM) is the referenced risk-management organization and claims-standards source. - OEMs: No product manufacturers or OEMs are identified; this is a services procurement. - Requested services: Administer existing open and closed claims and new workers’ compensation claims for a workforce of approximately 661 employees. Services include claims intake and triage, investigations and compensability decisions, employee and City communications, benefits and reserves, fraud identification, subrogation, settlement coordination, return-to-work support, litigation coordination, utilization review (UR), medical bill review (MBR), pharmacy benefit management (PBM), and financial administration. - Claims inventory described: 9 indemnity/no-compensated-lost-time claims, 45 future-medical claims, 7 medical-only claims, 6 major permanent-disability claims, 8 minor permanent-disability claims, and 21 temporary-disability claims. - Systems and reporting: Provide claims-management software with read-only access for at least five City users at the same time, user training, electronic and custom reporting, monthly and annual reports, weekly payment registers, and monthly financial reconciliations. - Notable requirements: The City is self-insured with a $500,000 retention per claim and excess coverage to statutory limits through PRISM. The administrator must comply with California workers’ compensation law and PRISM standards; provide qualified California claims staff with specified supervision and caseload limits; meet prompt claim setup and employee-contact expectations; provide California-based medical direction and UR reviewers; achieve URAC accreditation by the required deadline; and integrate utilization review decisions with medical bill review. - Contract term: Two-year initial term, with up to three additional one-year renewal options at the City’s discretion. - Pricing attachment caveat: The fee schedule includes COBRA and retiree-administration charges, such as enrollee notifications, premium billing, and custom reports, rather than a clearly aligned workers’ compensation fee schedule; bidders may need clarification.
