Universal Service Administrative Co. (USAC), under Federal Communications Commission (FCC) oversight, is seeking a cloud-native enterprise data platform to replace its legacy data warehouse and related services. - Buyer: Universal Service Administrative Co. (USAC), an organization operating under FCC oversight; no sub-agency or purchasing office is identified. - OEMs and named vendors/products: No required platform OEM or product is named. The legacy environment uses Vertica and Pentaho. Tableau, Collibra, ArcGIS, Posit, and Socrata licenses are funded by USAC and excluded from the proposed platform price. AWS and Azure are named as possible USAC-managed cloud environments. - Requested platform: A cloud-native SaaS or vendor-managed enterprise data platform, authorized at FedRAMP Moderate or higher within a single authorization boundary. It must provide U.S.-based hosting, disaster recovery/failover, compute, storage, and Development, Test/QA, Pre-Production, and Production environments. A USAC-managed AWS or Azure deployment may be used subject to an authority to operate before production. - Products and pricing: Annual platform licensing, compute, hosting, support and maintenance, plus active, archive, Pre-Production, Test/QA, and Development storage. Storage is priced per 10 TB for active, Pre-Production, and archive tiers, and per 5 TB for Test/QA and Development; actual capacity quantities are not provided. The bid sheet describes active storage with six-year retention, while the revised technical scope calls for ten years of active data and archiving older data. - Services: Discovery and proof of concept; platform design, build, and implementation; migration of historical data, pipelines, reports, semantic models, Collibra content, analytical code, and public datasets; testing and reconciliation; phased cutover; and ongoing support, training, documentation, knowledge transfer, and transition-out. - Notable requirements: At least 90 days of parallel operation before each production cutover and at least 60 days of hypercare after each cutover. Requirements also include data ingestion and change-data capture, governance and lineage, geospatial analytics, AI/ML capability subject to approval, and secure operations. Implementation is firm-fixed-price; operations and maintenance use time-and-materials with an annual not-to-exceed ceiling. - Pricing term: A one-year base period with two one-year options. No fixed quantities or total contract value are stated; a planning-level value range is estimated below.
