24/7 armed security services for Tarleton State University’s Fort Worth campus

Tarleton State University is seeking a contractor to provide continuous armed security at its Fort Worth campus. - Government buyer: Tarleton State University, part of The Texas A&M University System; Procurement Services & VetHUB Program. - Requested service: One continuously staffed post with one Texas Level III commissioned armed officer on duty, 24 hours a day, seven days a week, year-round. The base schedule uses three eight-hour shifts. - Coverage and contractor responsibilities: Provide personnel, supervision, relief and backup staffing, uniforms, firearms, equipment, training, licenses, technology, and reporting. Duties include active campus patrols, monitoring buildings and grounds, responding to incidents, coordinating with University Police, and maintaining patrol and incident records. Guard-tour/reporting technology and body-worn cameras are required; a patrol vehicle is not required for base service. - Additional coverage and pricing: Optional armed-security hours may be ordered with prior written authorization. Pricing must be fully burdened; authorized work on specified holidays is paid at 1.5 times the regular rate. - Performance and participation requirements: Services must be performed by the contractor’s employees unless the University approves an exception in writing. A 2% VetHUB goal applies, except when the contractor is certified for 100% self-performance. - Insurance: Required coverage includes workers’ compensation, automobile liability, commercial general liability, and excess/umbrella liability. Stated minimums include $1 million auto liability per accident, commercial general liability limits including a $2 million general aggregate, and at least $5 million in excess/umbrella coverage. Additional-insured and waiver-of-subrogation provisions are required. - Term: Three-year initial term, with an option for an additional three years by mutual agreement. Tarleton State University is seeking qualified contractors to provide professional, uniformed, armed security officer services at its Fort Worth Campus.
