The Department of the Navy is seeking proposals for HVAC replacement and modernization at Marine Corps Base Camp Lejeune, covering Buildings SH50 and HP259. - Government buyer: Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic; Marine Corps Base Camp Lejeune, including the ROICC Camp Lejeune office and Public Works Division, Design Branch. - Scope: Turnkey HVAC and related mechanical, electrical, hydronic, controls, and testing work at both buildings. Pricing materials identify SH50 and HP259 as separate work items. - Building SH50 equipment: Replace nine water-to-air heat pumps (WAHP-1 through WAHP-9), one water-to-water heat pump (WWHP-1), one air-handling unit (AHU-1), and two pumps (P-1 and P-2). Install a BACnet supervisory controller, secondary drain pans, condensate piping, and replacement geothermal-loop gauges. - Building HP259 equipment: Replace one 20-ton air-handling unit (AHU-1) and one matching outdoor air-cooled condensing unit (CU-1). The equipment must support R-454B or R-32 refrigerant; the AHU includes an ECM fan motor. The design specifies an outdoor-unit coating rated for 6,000 hours of salt-spray exposure without capacity derating. - Services: Demolition and certified off-site disposal; installation and system connections; BACnet/DDC and building automation system integration; electrical work and specified breaker, circuit, conduit, and disconnect replacements; geothermal-loop flushing, treatment, and refill; and independent testing, adjusting, and balancing (TAB). - Operational requirements: Both facilities remain occupied during work. At SH50, government-provided portable heat pumps must provide temporary heating and cooling in the conference room and Rooms 102, 104, 107, and 111. For HP259, work outside the mechanical room must occur outside weekday operating hours; power outages must be scheduled outside normal hours with advance notice. - OEMs and vendors: No equipment manufacturers, OEMs, or commercial vendors are identified; models and manufacturer part numbers are generally unspecified. WAHP-1 through WAHP-9, WWHP-1, AHU-1, CU-1, P-1, and P-2 are equipment schedule identifiers. - Period: The solicitation summary requires completion within 180 days after award. The SH50 design materials separately describe equipment changeovers over an approximately one-year window; the contract schedule should be reconciled against the solicitation requirements.
