The U.S. Coast Guard plans a two-day offshore vessel charter for specialized maritime training off Southern California. - Agency and procurement approach: Department of Homeland Security, U.S. Coast Guard, Operational Logistics Command (LOG-94), supporting Maritime Security Response Team West (MSRTW), intends to award a firm-fixed-price contract to Eclipse Group Inc. on a sole-source basis. The notice is informational, not a request for quotes or proposals; the Coast Guard invites compelling evidence that competition would benefit the Government. - Service requested: One all-inclusive charter of the U.S.-flagged MV BOLD HORIZON, including vessel, qualified U.S.-citizen crew, fuel, supplies, port services, transit, maintenance, and required training support. The attachment describes CLIN 0001 as one lot. - Vessel and mission requirements: At least 170 feet long; able to maintain commanded speeds of 8–10 knots on a stable, predictable course; and able to support nighttime boat and helicopter insertion and extraction, passenger transfers, and a boarding scenario. The vessel must provide a sheltered briefing/training area with seating for at least 12, safe deck access, and required safety, communications, and sanitary facilities. - Government-provided resources: Coast Guard personnel, aircraft, small boats, tactical equipment, and applicable approvals. The contractor supplies the vessel and other charter resources. - Schedule and route: Charter performance is November 5–6, 2026. The vessel is to arrive about 3–4 nautical miles offshore of Marina del Rey at 1600 PST on November 5, proceed about 15 nautical miles offshore for training, and return to San Diego on November 6. A boarding scenario is expected to last 6–7 hours. - Evaluation and value: The attachment describes best-value evaluation factors of technical capability (55%), past performance (20%), and price (25%). The notice states that the procurement will not exceed the $250,000 simplified acquisition threshold. Market research cited in an attachment found no other vessel meeting all mandatory requirements and dates.
