The U.S. Fish and Wildlife Service is seeking a design-build contractor to recirculate water at Pixley National Wildlife Refuge in California. - Government buyer: U.S. Department of the Interior, U.S. Fish and Wildlife Service (USFWS), Pixley National Wildlife Refuge; the solicitation identifies the FWS Construction A/E Team 3. An attached CAD standards document identifies the Division of Engineering, Regions 1, 7 & 8. - OEMs and vendors: No equipment manufacturers, resellers, or contractors are named. The requested CAD software is AutoCAD, but the documents do not identify its manufacturer. - Main scope: Design and construct a wetland water recirculation system intended to improve water reuse and reduce groundwater pumping. The work includes an east pipeline segment of approximately 3,700 feet and an optional south segment of approximately 3,100 feet; documents also describe the overall pipeline as approximately 1.2 miles. - The pipeline is specified as 15-inch Schedule 80 PVC in the detailed work scope, connecting to existing buried 15-inch PVC pipe. A separate project document describes 12- or 15-inch PVC pipe. - The pump option calls for a heavy-duty centrifugal diesel pump capable of up to 1,500 gallons per minute, with an approximately 100-gallon fuel tank, fuel pump, canopy, concrete mounting slab, plumbing, and backflow preventer. - The pump security enclosure is described as a 12-foot gated chain-link fence topped with barbed wire in solicitation materials, while the detailed option scope specifies an 8-foot fence with three strands of barbed wire. The height should be confirmed against the controlling requirements. - Other requested items and support: Current AutoCAD software (quantity 1), two USFWS standard drawing sheets (FWSP1.DWG and FWSP2.DWG), CAD drawing preparation and management, drawing compliance review, and CAD-user training. - Notable requirements: A contractor-provided tribal monitor must be present during ground-disturbing work, except backfilling. Archaeological or human-remains discoveries require stopping nearby ground disturbance, securing an exclusion area, notifying USFWS and appropriate parties, and consulting with Tribes and archaeologists. Required design and construction submittals include design reviews, meeting notes, schedules, daily reports, material submittals, as-built drawings, and pump manuals and warranty information. The pump option must follow the USFWS above-ground fuel storage checklist. - Period and value: Complete the work within 120 days after the Notice to Proceed. Estimated construction magnitude is $700,000–$750,000. The opportunity is a total small-business set-aside; the initial summary describes evaluation based on technical approach and price, while solicitation materials identify a lowest-price technically acceptable approach.
