AFOSR and AFRL are seeking a university-led center to advance fundamental research in high-speed aerothermoelasticity. - Government buyer - Air Force Office of Scientific Research (AFOSR), in partnership with the Air Force Research Laboratory (AFRL), Air Warfare Directorate (RA). - Research requested - Establish and operate one multidisciplinary university research center studying the interaction of high-speed fluid dynamics, thermal transport, and structural mechanics. - Use theoretical modeling, computational simulation, and ground experimentation to investigate flight-relevant phenomena such as panel flutter and thermal buckling. - Coordinate with AFRL/RA and Department of the Air Force researchers and facilities, including Wright-Patterson Air Force Base and the Arnold Engineering Development Center (AEDC). - Team and notable requirements - U.S. institutions of higher education are eligible; the principal investigator must be a full-time employee in a regular, non-contractor position at the institution. - Teams may include up to ten investigators and should cover computational, experimental, fluid dynamics, and structural science expertise. Each faculty investigator is expected to mentor at least one graduate student. - Participation by an investigator from a Historically Black College or University (HBCU) is strongly encouraged; enhanced funding may be available for qualifying HBCU participation. - A data management plan is required. Researchers at Federally Funded Research and Development Centers and Department of War laboratories are ineligible. - Funding and duration - One award is anticipated at up to $2.75 million per year for a three-year base period, with options extending the effort to five years. - Anticipated base funding is $8.25 million; total funding could reach $13.75 million if all options are exercised. - OEMs, vendors, and line items - No commercial OEMs or vendors are identified. No physical products or part numbers are requested; the procurement is for one research service.

Description

The Air Force Office of Scientific Research, in partnership with the Air Force Research Lab Air Warfare Directorate, seeks a university-led multidisciplinary center for basic research in high-speed aerothermoelasticity. The research will address fundamental physics spanning high-speed fluid mechanics, thermal transport, and structural sciences through computational simulation, theoretical modeling, and ground experimentation, with collaboration on computational, ground, and flight experiments. Proposals must be unclassified and submitted by a collaborative university team, with up to ten investigators; U.S. institutions of higher education are eligible. AFOSR intends to make one award, with an expected base value of $8,250,000 and options that may bring the total to $13,750,000 over five years.
