The City of Raleigh is seeking a five-year liquid oxygen supply and equipment package for ozone production at its E.M. Johnson Water Treatment Plant. - Government buyer: City of Raleigh, Public Utilities Department; E.M. Johnson Water Treatment Plant, Raleigh, North Carolina. - Procurement: Liquid oxygen (LOX), plus leased equipment installation, startup, monitoring, and maintenance to support the plant’s ozone system. - OEMs and vendors: No OEM, manufacturer, or vendor is identified by name in the solicitation. No product part numbers are specified. - Estimated LOX demand: 1,800,000 pounds per year, with estimated monthly use of 90,000–225,000 pounds. - Equipment requested: Two vertical LOX storage tanks, each at least 9,000 gallons; two ambient-air vaporizers; two 480V block heaters; and the piping, valves, fittings, accessories, instrumentation, and controls required for a complete system. - Notable technical requirements: The system must provide redundant oxygen-service piping so oxygen supply can continue if one piece of equipment is unavailable. Vaporizers must support the ozone system at maximum rated production of 10,000 pounds of oxygen per day under the coldest winter conditions. Plant ozone-generator gas feed pressure is 40 psi. - Product and service requirements: LOX must meet the latest edition of AWWA B304-13 and ANSI/NSF Standard 60. The contractor must provide remote tank monitoring, reliable deliveries, installation and commissioning, ongoing maintenance, and emergency support; leaks must be repaired within 24 hours. - Other notable terms: LOX pricing is firm for the first contract year; later annual increases are limited to 2% and require manufacturer documentation. The contractor must remove leased equipment at the end of the term at no cost.
