The Philadelphia Housing Authority is seeking accounting, financial management, and technical consulting services for PHA and related entities, with particular emphasis on PAPMC and its limited partnership portfolio. Work includes year-end close and audit readiness, ongoing financial leadership and review, LP accounting and investor reporting, staff training, procedures development, and special financial projects. Pension accounting support and agency-level HUD reporting may be assigned separately. The proposal requires submissions in two volumes, including qualifications and required certifications in Volume I and pricing in Volume II.
