This EPA final rule addresses residue-tolerance exemptions for specified uses of dimethyl sulfoxide, rather than soliciting products or services. - Government agency: U.S. Environmental Protection Agency (EPA), Office of Pesticide Programs. - Regulatory subject: Dimethyl sulfoxide (DMSO; CAS Reg. No. 67-68-5), used as an inert ingredient (solvent or cosolvent) in pesticide and antimicrobial formulations. - Covered uses: Pesticide formulations applied to growing crops, raw agricultural commodities after harvest, or animals; and antimicrobial formulations used on food-contact surfaces in public eating places and on dairy- and food-processing equipment and utensils. - Requirement: The specified uses are exempt from residue tolerance requirements when the conditions of the rule are followed. - Named organizations: Spring Regulatory Sciences submitted the petition on behalf of Gaylord Chemical Company, LLC. The notice does not identify either organization as a reseller or contractor for a procurement. - Procurement status: This is a regulatory action, not a solicitation or award. No products or services, quantities, part numbers, or contract performance period are requested.

Description

The final rule establishes exemptions from tolerance requirements for residues of dimethyl sulfoxide when used as an inert ingredient (solvent/cosolvent) in specified pesticide and antimicrobial formulations. Covered uses include formulations applied to growing crops, raw agricultural commodities after harvest, animals, and food-contact surfaces in public eating places and food- and dairy-processing equipment and utensils. Spring Regulatory Sciences, on behalf of Gaylord Chemical Company, LLC, petitioned EPA for the exemptions under the Federal Food, Drug, and Cosmetic Act. The rule eliminates the need to establish maximum permissible residue levels when dimethyl sulfoxide is used according to the exemptions.
